A free or low-fee American Consumer Council (ACC) membership auto-qualifies you for PenFed, NASA Federal, Dover Federal and several other otherwise-restricted credit unions. Join ACC first at americanconsumercouncil.org, then open accounts at the three credit unions below.

Do not assume credit unions are gentler here; many have no prequalification at all,
so the application itself is the hard inquiry. It also varies by product within the same
institution — a credit union can offer a soft-pull prequalification for its credit card while
offering none for its personal loan. Before applying, look for an explicit
"prequalify" or "check your rate" tool on the page for the product you actually want;
if there isn't one, treat it as a hard pull. We are verifying each of these individually and will
